The Student Phenomenon

4.19 에 대한 것, 물론 나의 기억에 의한 것이 대부분이지만 상당한 부분은 news media에 의한 것들이다. 현장에서 목격한 당시 서울의 일간지가 제일 그렇고 나머지 것 중에는 미국의 LIFE magazine도 한 몫 낀다. 특히 당시의 ‘최첨단’ 사진기자, 기술을 자랑하던 잡지라서 그 역사적 가치는 상당할 것이다. 하지만 사진, 화보 이외에도 사설, 논설 등도 수준급이었는데, 다만 지금 기준으로 보면 조금은 left-leaning (좌향적)  한 쪽이 아니었을까는 생각도 든다. 4.19 학생 혁명이 난 후 처음으로 기사와 화보를 다룬 것이 5월 9일자였고 거기에는 아주 비중 있는 ‘논설, editorial’이 실렸다. 제목이 바로 The Student Phenomenon, 학생현상(?).. 그 전문을 여기에 발췌하였다.

논설의 주제는 바로 ‘학생’들이다. 한국의 학생을 중심으로 세계도처의 학생들, 그들의 사회적, 정치적 영향력을 분석하였다. 이 논설을 쓰게 된 동기는 ‘분명히’ 한국 이승만 정권을 ‘무너뜨린’ 4.19 혁명이었을 것이다. 공교롭게도 곧바로 터키에서 4.19 와 비슷한 혁명이 일어났고 ‘이승만의 친구’ 멘데레스 수상이 실각을 하였는데, 미국의 입장에서 보면 조금 난처한 사태가 아닐 수가 없었다. 두 나라가 거의 같은 미국의 ‘맹방’, 제1의 적인 소련의 공산당과 총칼로 맞선 나라가 아닌가? 이 나라의 지도자들을 돕지 않을 수 없는 입장이고 보니 나라 안에 조금 잡음이 있어도 외교적으로 무마할 정도였다. 4.19 혁명 당시도 미국은 한국 학생의 ‘유혈사태 희생자’정도에만 관심을 두었다. 만에 일이라도 이 사태를 이용해서 김일성 개xx가  제2의 6.25 라도 꿈을 꾼다면 그것이 진짜 미국의 악몽이 아니었을까?

아무리 그래도 자기 국민의 지지를 못 받는 맹방의 지도자, 사실 또한 골칫거리였을 것이다. 터키 또한 비슷한 상황이고 보니 한쪽은 ‘한미 상호 방위조약’, 다른 쪽은 나토 NATO로 묶여 있는 상황의 미국, 참 입장이 어려웠을 듯 하다. 하지만 결과적으로 각자 국민이 원하는 방향으로 사태는 흘러갔고 미국의 입장 또한 큰 문제없이 해결 된 셈이다.

LIFE magazine의 논설은 다음 사실을 주목하였다.

이 두 나라의 사태의 ‘근본적’인 원인은 역시 “immeasurable stresses of the cold war” 지독하게 심각한 미국 소련간의 냉전상태 라는 사실. 이 편이 아니면 저 편, 중간이 없었던 그런 심각한 냉전 상태에서 ‘약소국’들은 어쩔 것인가? 그러다 보니 지도자들에게 너무나 많은 권력 남용이 허용되었고, 그들이 독재자로 ‘전락’하게 되었다. 이런 어려운 여건을 견디지 못한 첫 그룹이 대학생을 중심으로 한 학생들이었다.

미국의 경우, 학생들의 정치에 대한 ‘운동권’ 형성이 이제까지 거의 없었던 이유는 ‘아마도’ 미국이 독립하는 과정의 혁명이 ‘완전한’ 것이었음을 보여주는 것이다. 미국의 문제는 아마도 ‘노예제도의 전통’을 고수하는 주들과 연방정부간의 마찰, 충돌이다.

이어서 논설은 유럽의 사례를 들며, 1848년 Hungary 의 학생을 중심으로 한  ‘무정부주의, 허무주의, 사회주의’ 운동을 예로 든다. 근래의 예로써 1956년 역시 Hungary의 소련침공을 유발시킨 ‘자유운동’을 들었다. 대부분의 학생운동들은 결과적으로 바람직한 방향으로 나갔지만, 극단적인 예외는 세계 제1차 대전을 유발시킨 ‘사라예보사건’ 이었다.

논설은 다시 LIFE magazine의 progressive value를 다음과 같은 ‘미국 흑인차별’의 사건들에서 나타내고 있다.

미국의 South (남북전쟁의 남쪽 측)에서 흑인 학생들이 제도적인 흑백차별에 항의해서 식당 같은 곳에서 백인들 옆에 앉아서 식사를 하는 ‘데모’를 벌리고 있고 미국 전역에서 지지를 얻고 있다. 이런 ‘남측의 웃기는 전통’에 대항하는 이런 운동이 가능하게 된 것은 아마도 신세대들이 학교에서 교육을 받은 덕이 아닐까.

동정적으로 이승만 대통령을 보는 논설은, 학생들이 정부의 극단적인 탄압적인 정책에 반발을 한 것으로 보았다. 그것은 사실이었다. 3.15 부정선거를 비롯해서, 정치깡패, 정치경찰들이 얼마나 웃길 정도로 비행을 저질렀던가? 그저 휴전선 넘어 김일성 개xx가 ‘무서워서’ 침묵만 지키던 일반 국민들과 달리 대학생들은 그런 목불인견 적인 꼴들을 못 참았을 것이다. 그런 백주대로 강도 같은 정책을 싫어한 것은 한국 대학생만이 아니었음을 주지하는 논설은 당시의 국무장관 ‘허터 Herter‘와 아이젠하워 Eisenhower 대통령을 예로 들었다.

아무리 맹방이고 소련에 대항하는 동맹국이라고 해도 미국의 기본적인 자유의 가치를 저버리는 것은 용납할 수가 없다. 탄압적인 정책이 안보를 위한 일시적인 것이 아니고 ‘영구적인 정책’이어서는 안 된다. 국무장관 허터와 아이젠하워 대통령의 생각도 마찬가지인 것이다.

남미에서 일어난 학생운동에 대한 것도 거의 같은 ‘미소 냉전’의 산물이었다. 공산당을 잡으려는 부패정권에 대항한 학생들의 데모와 항의에 의한 것이다. 하지만 아무리 어려워도 ‘자유를 억압’하는 것은 참을 수가 없다는 미국의 기본 자세는 이곳에서도 변함이 없었다. 남미의 좌익을 지지하는 학생들이 쿠바 카스트로 를 왜 미국에 반대하는가 항의를 했을 때, 아이젠하워 대통령의 대답은 간단했다. 카스트로 Fidel Castro 가 ‘공약’을 어기고 ‘자유를 억압’ 했기 때문이라고 한 것이다. 바로 기본적인 ‘자유’가 모든 것의 밑에서 흐르고 있음을 보여주는 것이다. 결론적으로 논설은 한국과 터키의 학생들을 지지하는 결론을 내린다.

학생들이 생각하는 불만사항을 들어주는 것이 옳은 것이다. 이것은 미국만이 아니고 전 세계가 기대하는 것이기도 하다. 특히 미국의 credo가  Don’t tread on me! (밟지 마!)라는 사실임을 주지해야 한다.

논설을 4.19혁명이 난지 66년이 지난 뒤에 읽으니 격세지감이 거의 느껴지지 않는다. 그 때나 지금이나 상황적으로 가치적으로 변한 것은 거의 없다는 느낌이니까. 기본적인 ‘사회적, 정치적’ 자유가 무엇인지를 알고 있으면 역사의 잘못을 되풀이 하지 않을 것이고.

이 논설이 조금 과소평가한 낙관적인 분석은: ‘미국 학생들은 절대적 자유가 보장된 덕분에 조용할 것이다’ 라는 것.. 이 논설이 쓰여진 지 불과 10년도 되지 않아서 미국은 역사상 유례없는 ‘반정부 학생운동’의 전성기를 겪게 되니까.. 월남전의 정당성에 대한 불만에 의한 것, 이것은 반대로 지나치게 자유가 ‘보장, 허용’ 되어서 그랬던 것은 아닐까.. 역사적인 irony가 아닐 수가 없다.

There is a fascinating pattern emerging in Latin America, Korea and now Turkey. What is taking place in these widely separated lands is an outburst of resentment by university students against governments which – partly as a result of the immeasurable stresses of the cold war – have become tyrannical. And what the students are proving – which free men must of course welcome – is that young, spirited and determined people can still make tyrants tremble, and even totter.

Political revolt by university students is a well-known story abroad, thought not common to our own land. This may be a reflection on the seriousness and maturity o f U.S. students but, whatever the cause, other students around the world are politically minded by traditional and are accepted as a dynamic political force.

Perhaps the contrast exists because our own revolution was so complete – in establishing the basic freedoms of conscience, press and speech for once and all – that there has been no need to question what it has settled. The greatest challenge was met in our War Between the States which settled forever that no man may be another’s master.

In Europe, where things have been different, it was a young poet, Sándor Petöfi, who in 1848 set off the revolution in Hungary against the tyranny of the Habsburgs, only to be crushed later by the Russian czar. And it was the students of Budapest again in 1956, acting in the name of Petöfi, who overthrew – if only briefly – the czar’s successors. Serious, impassioned Italian students were the backbone of Garibaldi’s Risorgimento. In France, it was students who in 1897 rioted in defense of Captain Dreyfuss. Students were the nihilists, the anarchists, the Marxists of Russia. What all these movements had in common was idealism backed up by willingness to fight. Sometimes this violence was bent to good ends and sometimes ill. It was, we must remember, a Bosnian student named Princip who at Sarajevo lit the fuse which doomed more than eight million men.

Most of these revolts of the young have been beneficial. We are seeing something of that sort now in our own country. By their sit-ins Negro students in the South are demonstrating the silliness of a system which denies the right of humans to eat alongside one another. They are getting an impressive amount of support from which students outside the South. They are getting some, too, from which students in the South, who find they cannot rationalize or defend these paradoxes. The spread of education in the South has produced a force to make men think.

The students who have overthrown the government of Syngman Rhee in Korea have obviously been stirred to the depths by oppressive practices. Rhee’s motives were understandable in a land which has been horribly devastated by Communist incursions and must still live beneath the gun of possible new attacks. This is true in Turkey, which lies immediately beneath the guns of the vast Soviet Union and is subjected to continuous and insidious subversion. Yet, when all is said and one, the fear of losing freedom can never be made an excuse for suppressing freedom – certainly not as a permanent policy.

The demonstrating students who are insisting on freedom have an ally in Secretary of State Herter. In his denunciations of the killings of South Africa and Korea, he has made clear that he will not allow the common interests of defense to put the U.S. in the position of endorsing practices which offend our basic principles. The students have another wise friend in President Eisenhower. On his Latin American visit Chilean students asked him trenchant questions about our alleged hostility to Fidel Castro. The President’s written answer to them left little more to be said: Castro has betrayed “the ideals of freedom of expression, equal protection of the laws, and the right freely to choose a representative government.”

Of course, that is also what Rhee did, and what Menderes is doing in Turkey. Students are letting them know that the time is later than they thought – and are right to do so. And we are right to endorse their legitimate grievances and their right to have them redressed. That is what the world would expect – and is entitled to expect – of a nation born in revolution and whose credo was, “Don’t tread on me!”.

 

아래의 사진을 보라.. LIFE에 실린 내 또래 아이들의 모습들.. 국민학생, 중학생이 섞인 이 데모는 4.19 이후 계엄령이 선포되면서 송요찬 장군휘하의 계엄군이 탱크를 몰고 시내 중심을 장악했을 때 ‘군인 아저씨 우리를 쏘지 마세요’ 라고 다시 학생들이 그것도 어린 아이들이 외쳤다.

당시 계엄군은 ‘정치적 중립’을 고수하며 자기 국민을 ‘보호’하였다. 1년 뒤 5.16으로 ‘그 고마운 군인아저씨’ 들 자신이 정권을 잡았다. 이 사진을 유심히 보며.. 서울 시청을 뒤로하며 남대문 쪽으로 행진하는 아이들.. 바로 나를 보는 듯 했다. 꾀죄죄한 구제품 옷, 신발, 교복을 ‘걸치고’ 골목 뒤에서 놀다가 나온 모습들.. 바로 나의 모습, 이 사진의 ‘아이’들 다 70을 바라보는 할아버지들이 되었을 것인데 그 날 ‘형님 학생’들에게 이끌려 나온 사연이나 기억하고 있을는지..
